Marlin McKelvy Moves Mountains through Education: Health Insurance Marketplaces

Marlin McKelvy is the owner of Consumer Directed Benefit Solutions. He brings thirty years of experience in Insurance practice and the mission of the company is " Develop and maintain mutually beneficial relationships between clients, their Insurance carriers or claim administrators and other vendors in order to meet their benefit and administrative needs. He presented to Business Over Coffee virtual and onsite audiences on August 15, 2013 to bring us up to date on "Implementation of Health Insurance Marketplaces" 

I will review some of the information that Marlin presented and I will say that it does sound like a high mountain of information that will need to be moved continuously as the health insurance marketplaces begin enrollment on October 1, 2013 and implementation January 1, 2014. This presentation can be found on BOCI TV and I highly recommend it as a way to gain a better understanding of this information.

Marlin began the presentation with a description of the players involved in this model of care and moving pieces. He explained the roles of the Federal Government and where the participants who will become consumers are in the plans. I listened to the information several times and I believe that it will take several sessions just to get some understanding of what will need to be done.

I am going to work with points for some of the issues  because Marlin explains that this project is a work in progress and there are many changes that will come as we move through what Marlin calls "interesting times."

He says that 22 million people will be impacted by these health plans. This  include persons with incomes between 100% and 400% of the federal poverty level - about $23,500 to  $ 94 ,000 for a family of four and they can receive financial help on a sliding scale. Market place management will vary from state to state because some states have opted out. 

The timelines for enrollment are October 1, 2013 through March 1, 2014.  The coverage will take place January 1, 2014. Some of the benefits for people is that they cannot be excluded because of previous diagnosis. The benefit for small business who have fifty or less employees is that they will be eligible for tax incentives or subsidies.  There are two sides to the plan and they are small group and individual plans. All Americans will be affected by the law. Some predictions are showing great increases in cost of insurance and less coverage.

The purpose of the Marketplaces is to provide objective information and education to the consumer. It is also to create an administrative mechanism for insurance application. It is to speed the ability to disconnect insurance from your employment. You will be able to transport individual policies without penalty.

The Tennessee Marketplace options will include Blue Cross Blue Shield and it will be the main carrier while some of the other companies will have variations of coverage.

What I have found after listening to Marlin McKelvy is that all of this information is hard to move in one sitting so I will be covering more of the information presented in a later blog.  He gives a resource of Kaiser and I am linking this to the article as a starting place for more information.Kaiser Family Foundation's Calculator

The Five different plans will be available on the new marketplaces . Four of the plans have metal names as Bronze , silver, gold and platinum with the fifth level being catastrophic plan which is available for people younger than 30 and those suffering financial hardship.

The plan is to continue reviewing this information in a later blog. This will be necessary because of the vast amount of information that is subject to change. I believe that each exposure to the information will benefit the participants. The next time we will move through the level of plans with more cons and pros that have been discussed with the take away points. Yes it is an "interesting ride" and we will need tools, time and talent available to move the mountains of Health Insurance Marketplaces.
